At MS 428, we believe everyone can learn. Our school offers a variety of programs and instruction to support our English Language Learners. The development of programs is based upon the number of registrations.

• English as a New Language class (ENL)
• Dual Language Bilingual Education (DLBE)
• Transitional Bilingual Education (TBE)

As a school, we are committed to develop dual language Chinese and dual language Spanish programs to provide our elementary schoolers the continuous pathway to achieve NYS Seal of Biliteracy.
